The Pointe Coupee Parish School Board met in a regular session on Thursday, February 26, 2009, at 337 Napoleon Street, New Roads, LA.   Mr. James Cline, President, called the meeting to order at 5:30 p.m.    


Board members present were Messrs. Chad Aguillard, Frank R. Aguillard, Jr., Brandon Bergeron, James M. Cline, Kevin Hotard, Thomas A. Nelson, Mrs. Debbie Collins, and Mrs. Anita LeJeune.

Mr. Frank Aguillard lead everyone in the Pledge of Allegiance to the United States of America.

The invocation was offered by Mrs. Debbie Collins.

Presentation by JoAnn Hebert and Catherine Olinde.  Valverda Elementary teachers Catherine Bergeron Olinde and JoAnn Bergeron Hebert attended the February 19, 2009 Pointe Coupee Parish School Board's Executive Committee meeting.  They demonstrated how the use of the vegetable garden planted at Valverda Elementary has helped teachers with math and science instruction by engaging students in the process.  Mr. Miles Brasier, County Agent, also attended the Executive Committee and he complimented the hard work that had been done by students and teachers.  Mr. Brasier mentioned that two teachers began the project; however, it has grown to twenty-two teachers. Mrs. Hebert referred to Grade Level Expectations (GLE's) that are addressed with regard to fourth grade students using this type of student engagement. Mr. Brashier mentioned that since LSU went to Valverda Elementary to video the garden that was planted on the school campus and it was shown on television, surrounding  parishes have been calling him to implement a similar program; you can access LSU's Website to view the video that was documented.  Mr. Brashier also mentioned that the local Farm Bureau organization has been very impressed with the project and expressed an interest with regard to donating funds to assist with the cost of supplies.   Mr. Brashier stated that in addition to math and science skills, students are learning character education, a skill that will become life skills.  An exhibit of the fresh vegetables (broccoli, carrots, beets, lettuce, etc.) were brought to the meeting for sampling. Superintendent Rawls announced that according to the information that he had received, Pointe Coupee Parish had the largest participation in the 4-H program per capita than any other parish in the state, and coming from a former agriculture teacher, this made him proud.  It was mentioned that Rosenwald Elementary has  planted a garden in the front of their campus as well, and Principal Karla Jack is excited about the project.  Mr. Chad Aguillard was very impressed with the garden project and requested to have the presentation repeated at the regular School Board meeting on February 26, 2009.  He mentioned that this type of positive school news needs to be published in the newspaper, and hopefully, media personnel in attendance at the regular School Board meeting will feature this positive school system educational highlight in the article that they will write about the School Board meeting.

President Cline introduced Mrs. Anita LeJeune, School Board Member of District F, to her first School Board meeting.


                                                                  Consent Agenda


The following items are considered to be routine and will be enacted with one motion.  There will be no separate discussion of items unless a member of the School Board so requests, in which event the item will be  removed from the consent agenda and considered as an item on the regular  agenda for a separate vote preceding the last item on the regular agenda.  Mr. Cline read the consent agenda items. 


Superintendent Rawls requested to defer the approval of the minutes from the regular meeting of Thursday, January 22, 2009 to a subsequent meeting.


On a motion by Mr. Thomas Nelson, seconded by Mr. Kevin Hotard, the Board voted to defer agenda item #6 (the approval of the minutes from the regular meeting of Thursday, January 22, 2009) to a subsequent meeting.


Mr. Thomas Nelson made a motion, seconded by Mr. Kevin Hotard, to approve the following consent agenda items: approval of the minutes from the special meeting of Monday, February 9, 2009 and approval of the minutes from the Executive Committee meeting of February 19, 2009.  Unanimously carried.

Personnel Actions.  Ms. Cindy O'Meara, Personnel Director, presented personnel actions 9-A through 9-E.


After a discussion regarding administrative contracts, Mr. Frank Aguillard made a motion to accept personnel actions 9-A, 9-B, 9-C, and 9-D, and to table 9-E until next month.  The motion was seconded by Mr. Brandon Bergeron.  Unanimously carried.

Committee Meeting Reports.  Mr. Kevin Hotard, Chairperson of the Finance Committee, held a meeting on February 17, 2009.  The following information was discussed: the monthly financial information, budget revisions for 2008-2009; 11.96 tax renewal efforts, and the four-day summer work week.

Discussion/action Regarding Monthly Financial Information. Dr. Rawls was questioned about the one citation that the system received regarding the identification of sales taxes.  Dr. Rawls stated that he had received an informal acceptance response, and as soon as a formal response is received, it will be provided to Board members.


Board members were provided with information relative to the bank statement date ending January 31, 2009, the outstanding check report of 1/31/09, an Accounting Statement of Revenue and Expenditures ending 1/31/09, parish sales tax collection information for the period ending January 31, 2009, and the 2008-2009 MFP student membership information as of 2/172/09. 


On a motion by Mr. Kevin Hotard, seconded by Mrs. Debbie Collins, the Board voted unanimously to approve the financial information as presented.

Superintendent's Remarks.  Dr. Rawls stated that he is pleased that 100% of the Pointe Coupee Parish School Board will be attending the Louisiana School Boards' Convention in Lake Charles (March 4-7, 2009). He mentioned that this is a great opportunity for our school system to network with other systems that may be experiencing some of the same challenges that all of us are facing in this ever changing world of education.     


President Cline mentioned that given the fact that all School Board members are scheduled to attend, he decided to have a School Board Retreat on Thursday, March 5, 2009 at 6:00 p.m.  He announced that the meeting is open to anyone wanting to attend.
