The Pointe Coupee Parish School Board met in a special session on Thursday, July 16, 2009, at the School Board Office, 337 Napoleon Street New Roads, Louisiana.  President James M. Cline called the meeting to order at 7:25 p.m.


Board members present were Messrs. Chad Aguillard, Frank Aguillard, Brandon Bergeron, James M. Cline, Debbie Collins, Kevin Hotard, Anita LeJeune, and Thomas Nelson


Frank Aguillard led the Pledge of Allegiance to the Flag of the United States of America.


Mr. Larry Bossier offered the invocation.

Bids Awarded for Head Start Buildings.  Mougeot Architecture provided bid tabulation sheets (base bid and alternate bids) for new modular buildings at Rosenwald, Rougon, Valverda and Upper Pointe Coupee Elementary Schools.  A discussion followed.


On a motion by Mr. Chad Aguillard, seconded by Mr. Thomas Nelson, the Board voted to award the base bid to J. Reed Contractors for $956,600 for Head Start Buildings at Rosenwald, Rougon, Valverda and Upper Pointe Coupee Elementary Schools, and $200,000 in architect fees for a total of $1,156,600.

Mr. Lucia stated that Mrs. Karen Shaw had been contacted by the Office of Head Start, Region VI Program Specialist, Paul McSpadden about an opportunity to receive one-time Head Start Program Improvement Funds, and she requested that the Board consider adding an item to the special School Board meeting agenda regarding the approval to submit an application for these one-time funds.


On a motion by Mr. Chad Aguillard, seconded by Mr. Thomas Nelson, the following item was added to the agenda: 


Added Agenda Item. Consider Approval of Submission of Application for One-Time Head Start Program Improvement Funds.


Karen Holmes Shaw provided Board members with a narrative draft of the objectives and need for assistance; funding level requested and purpose; health safety, and operational improvement issues.    A short discussion followed.


Mr. Thomas Nelson made a motion to approve the submission of the Pointe Coupee Parish School Board's Grant #06CH7055 Application for one-time program improvement funds in the amount of $328,537 for program Instruction ACF-PI-HS-09-98.  The motion was seconded by Mr. Chad Aguillard.  Unanimously approved.

Re-Establishment of Sixth Grade Classes at Rosenwald Elementary School.  It was stated that if Rougon Elementary exceeds capacity for sixth graders, more teachers would need to be hired due to the subject specific certifications required for 6, 7, and 8 grades by No Child Left Behind (NCLB).  A short discussion ensued regarding previous enrollment survey numbers, etc.  It was mentioned that some parents may want to have their child remain at Rosenwald Elementary, rather than have them attend another school in the parish.


Mr. Thomas Nelson made a motion to re-establish 6th grade configuration at Rosenwald Elementary, effective at the beginning of the 2009 school year, with notification to the Justice Department, if necessary, and to leave the door open for those students who had opted out wanting to attend another school out of their attendance zone for the 09-10 school year only.  Mr. Chad Aguillard seconded the motion.  Unanimously carried.


Mr. Lucia mentioned to better ascertain sixth grade enrollment figures prior to the beginning of the 2009-2010 school year, perhaps an early registration day should be considered for Rosenwald Elementary.  Ms. Cindy O'Meara stated that she and Mrs. Jack have been collaborating about personnel in the last few weeks in the event that the Board would vote to reconfigure the sixth grade at Rosenwald Elementary. President Cline questioned what accommodations are needed.  Mrs. Jack stated that she needs student desks and books.  Mr. Cline suggested that Mr. Donald Fuselier get the desks that Mrs. Jack needs from Pointe Coupee Central High School.


Ms. LaShonda Victorian, Child Welfare and Attendance Supervisor, and Mrs. Karla Jack, Principal at Rosenwald Elementary, will attempt to contact parents; it will also be publicized in the paper and on the local radio station.
